RESOLUTION NO. R2026.45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA, SUPPORTING THE CITY’S 
PARTICIPATION IN THE STATE-LED OPPORTUNITY 
ZONES 2.0 DESIGNATION PROCESS AND AUTHORIZING 
THE SUBMISSION OF RECOMMENDED CENSUS TRACTS 
TO THE ARIZONA COMMERCE AUTHORITY FOR 
CONSIDERATION.
WHEREAS, the federal Opportunity Zones program was established in 2017 to 
incentivize private investment in economically distressed communities through targeted tax 
benefits; and,
WHEREAS, the City of Tempe successfully participated in Opportunity Zones 1.0, 
ranking twelfth (12th) nationally in the number of projects across its designated areas; and,
WHEREAS, the Opportunity Zones program has been reauthorized and made permanent 
under the One Big Beautiful Bill Act (OBBBA), requiring states to identify and nominate a new 
set of eligible census tracts based on updated criteria for Opportunity Zones 2.0; and,
WHEREAS, the Arizona Commerce Authority (ACA) is coordinating the statewide 
Opportunity Zones 2.0 designation process and will submit recommendations to the Governor of 
Arizona for nomination to the federal government; and,
WHEREAS, the City of Tempe plays a critical role in evaluating census tracts within its 
jurisdiction and advancing recommendations that align with local plans, infrastructure 
investments, and economic development priorities; and,
WHEREAS, participation in the Opportunity Zones 2.0 process supports the City 
Council’s Strategic Priority #5: Financial Stability and Vitality, by encouraging capital investment, 
job creation, and long-term economic growth; and,
WHEREAS, the City of Tempe is committed to fostering a strong business environment, 
supporting business retention and expansion, and advancing economic development opportunities 
across the community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA as follows:
SECTION 1. The City Council supports the City of Tempe’s participation in the 
Opportunity Zones 2.0 designation process coordinated by the Arizona Commerce Authority.

SECTION 2. The City Council authorizes the City Manager, or designee, to submit 
recommended census tracts for consideration as Opportunity Zones, consistent with local 
economic development priorities and community goals.
SECTION 3. The City Council directs staff to continue coordination with the Arizona 
Commerce Authority and other regional partners throughout the designation process.
SECTION 4. The City Council affirms its commitment to leveraging Opportunity Zone 
designations to support investment, job creation, and long-term economic vitality in the City of 
Tempe.
