RESOLUTION NO. R2026.46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 
TEMPE, ARIZONA, AUTHORIZING THE MAYOR TO SIGN 
AN INTERGOVERNMENTAL AGREEMENT BETWEEN 
THE CITY OF TEMPE AND THE TOWN OF GUADALUPE 
TO JOINTLY FINANCE THE YOUTH TRANSIT PASS 
PROGRAM.
WHEREAS, City of Tempe, a municipal corporation, and the Town of Guadalupe a 
municipal corporation, have authority in accordance with A.R.S. § 11-952 to enter into 
intergovernmental agreements; and,
WHEREAS, Tempe is authorized to operate public transit services and programs 
pursuant to Tempe charter, City codes and ordinances; and,
WHEREAS, Tempe and Guadalupe wish to encourage youth transit ridership by jointly 
financing the Tempe Youth Transit Pass Program; and,
WHEREAS, Tempe has been authorized by its City Council and Guadalupe has been 
authorized by its Town Council to enter into this Agreement. 
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA as follows:
1. That the Mayor is authorized to sign an Intergovernmental Agreement between the City of 
Tempe and Town of Guadalupe to jointly finance the Tempe Youth Transit Pass Program. 
2. The City Manager or designee is authorized to execute such further documents and take 
such further actions as may be necessary to carry out the purposes of this Resolution.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF TEMPE, 
ARIZONA, this 30th day of April, 2026.
