ACTION:  PUBLIC HEARING ITEM Introduce and hold the first public hearing to adopt an ordinance amending Chapter 19 - 
Motor Vehicle and Multimodal Traffic, Article V - Speed Regulations, Section 19-63 Speed Limits Enumerated of the Tempe 
City Code. The second and final public hearing is scheduled for May 14, 2026. (Ordinance No. O2026.18) 
 
FISCAL IMPACT:  Sufficient funds are available in fiscal year 25/26 as part of the transportation Operations and Maintenance 
Program, Cost Center 3823 (HURF - Operations - Transportation) for replacement of the speed limit signs. 
 
RECOMMENDATION:  Adopt Ordinance No. O2026.18. 
 
  
BACKGROUND INFORMATION:  Based on direction received from the City Council at the November 13, 2025, Issue 
Review Session, staff held public meetings on December 9, 2025, for residents to comment on reducing speed limits along 
specific streets in Tempe.    
 
The proposed ordinance changes include: 
 
1. Broadway Road: Reduce the 45-mph speed limit to 40 mph from Terrace Road to the east city limit.  Additionally, 
reduce the 45-mph speed limit to 40 mph from Priest Drive to the west city limit. 
2. Priest Drive:  Reduce the 45-mph speed limit to 40 mph from Alameda Drive to Baseline Road. 
3. Guadalupe Road: Reduce the 45-mph speed limit to 40 mph from Kyrene Road to east city limit 
4. Veterans Way/Fifth Street: Reduce the 30-mph speed limit to 25 mph from University Drive to Farmer Avenue. 
5. Miller Road: Reduce the 35-mph speed limit to 30 mph from the north city limit to Curry Road. 
6. McKellips Road: Reduce the 40-mph speed limit to 35 mph from College Avenue to Scottsdale Road. 
7. Roosevelt Street: Reduce the 35-mph speed limit to 30 mph from Broadway Road to Southern Avenue 
 
Two public meetings were held on Dec. 9, 2025.

Virtually at noon on Zoom with 19 attendees. The recorded video had 43 views online and can be found here.

In-person at 6 p.m. at the Pyle Adult Recreation Center, 655 E Southern Ave, Tempe, with 12 attendees that signed 
in.

Staff reviewed a number of different data points and considerations when recommending the changes to the speed limits on 
the 7 corridors. The below graphics provide additional information on those considerations and the changes that have occurred 
over the last 20 years along each corridor, as well as the crash history for the corridor and individual corridor survey responses.
