3) PROJECT UPDATES BY STAFF (CITY COUNCIL ACTION ITEMS): 
 Ryan Levesque, Deputy Director, Community Development – Planning, provided the Commission with an update on the 
status of the autonomous vehicle project located at 2105 South Terrace.    
 
4) REVIEW OF PAST AND FUTURE APPLICATIONS WITH STAFF: 
Michelle Dahlke, Principal Planner, provided the Commission with an overview of the items on the May 12th DRC 
agenda.

5) PRESENTATION(S) 
5A) Request a Zoning and Development Code Text Amendment for TOD PARKING UPDATE for changes within Part 
5, Chapter 6, Transportation Overlay District, consisting of reductions in the overlay parking requirements. The 
applicant is the City of Tempe. (PL260139). 
 
Michelle Dalhke, Principal Planner, provided some background to the request and referenced the May 2024 Joint City 
Council/Development Review Commission meeting where staff compared Tempe parking standards with the City of 
Phoenix and how we could be more in line with their requirements. She then provided an overview of the proposed 
changes, such as boundaries, applicability, pedestrian-oriented design standards, and parking standards, and went 
over the new proposed parking table.  
 
Commissioner Lloyd asked if there was an illustration that shows the current version versus the proposed changes.  
Ms. Dahlke stated that she does not have a comparison slide but can put one together for the Commission.  
 
Vice Chair Schwartz asked if any analysis was done on projects the Commission has approved over the past couple of 
years to see how these proposed changes would have affected them or potentially resulted in them being denied.  Ms. 
Dahlke stated that she has been having some of our interns apply these standards to projects that have been approved 
in the TOD over a certain amount of time and would be happy finish this up and provide it to the Commission before the 
May 12th DRC hearing.  Vice Chair Schwartz stated that this would be helpful for her to bring it back to Tempe instead 
of comparing it to Phoenix and knowing that what we are developing here meets the criteria.  
 
Chair Johnson stated that he would also like to see these comparisons and that in general the direction is very good to 
see.
