1) Call to Order & Introductions  
Meeting called to order at 5:31pm.   
 
2) Public Appearances: the Tempe Aviation Commission welcomes public comments at this time.

3) Commissioner’s Introductions.

4) Voting of the Meeting Minutes:  
 
Motion by Commissioner Labun to approve Meeting Minutes from December 17, 2025; second by 
Commissioner Billingsley.

5) Presentation on the Tempe Aviation Commission’s purpose, objectives and history; presentation by Jacob 
Payne, for discussion. 
Mr. Jacob Payne gave a presentation on the City of Tempe and City of Phoenix’s involvement in aviation matters 
over the last 40-50 years and the history of Boards and Commissions in Tempe established for the purpose of 
aviation.  Mr. Payne discussed TAVCO’s Scope, Duties and Powers.  
Vice Chair Camargo mentioned at the last meeting it was discussed that IGA and other documentation is on the 
website as a reference. Mr. Payne stated that on the City of Tempe Aviation website you can find the Phoenix 
Tempe aviation history. You can find it at tempe.gov/government/aviation.  
Commissioner Larson asked if the current version on IGA is on the Tempe website?  Mr. Payne stated that it 
should be and if it is not please let him know. You can navigate there from the Tempe.gov homepage and then 
click Government Aviation. 
6) Staff updates and announcements: 
 
Mr. Payne updated the Commission on upcoming meetings and tours. The FAA is holding a public meeting on 
Wednesday May 13th at 10am via Zoon regarding the performance-based navigation upgrades at Sky Harbor. 
Phoenix Airspace Users Working Group (PAUWG) will likely be meeting in May. More details to come. City 
Boards and Commission Appreciation Event is scheduled for May 1stt at the Tempe Center for Arts. If the 
Commission is interested in a tour of the air traffic control facilities I will reach out to Sky Harbor to get some 
dates.  
 
Commissioner Walker requested a new name badge.  
 
Commissioner Labun asked if the Commission was doing anything for the Neighborhood Event? Mr. Payne will 
reach out to the Neighborhood Services Department to find out. 
 
7) Commissioners’ Business; suggestions for future agenda items.  
Commissioner Labun stated that there is a formula that you can calculate noise attenuation for weather 
conditions. There is a website for Tempe Lake weather. I was thinking we could add a line to that website that 
says the noise today would be lower than you normally hear or louder than you normally hear. I would like to add 
this item to next month’s agenda.  
 
Chair Carraway asked if Mr. Jordan Feld would be giving any updates? Mr. Payne stated that he had not spoken 
to him in a couple of months.  
 
Commissioner Billingsley stated that we are approaching the 25th anniversary of September 11th. Every year 
there is a Tempe organization that handles healing fields. I was wondering if there was anyway TAVCO could 
take place in that, either standing the flags or observing the ceremony. Chair Carraway stated that Mr. Nick 
Bastine is one of the people that has been organizing that event. I will reach out to him.  
 
Vice Chair Camargo asked if the summary and overview of the history Mr. Payne did could be put on the 
website.

Commissioner Ahmed stated that there is more traffic coming into Sky Harbor. Do we know what the plan for this 
traffic increase is? Do we know what kind of noise it will generate? Is that something we observe? Mr. Payne 
stated that Mr. Jordan Felds gave a presentation to the Commission in December where he touched on those 
exact points, and that he will get that presentation out to Commissioner Ahmed. Commissioner Ahmed asked 
how often does the Commission review to determine if there is an issue? Mr. Payne stated that when he brings 
the quarterly reports they are focused on looking at the quarter’s metrics specific to compliance with the IGA.  
 
8)    Schedule Next TAVCO Meeting 
 
The next meeting is scheduled for April 22, 2026.
