REQUEST FOR COUNCIL ACTION
Agenda Item: 7B1
ACTION:  Approve an increase to a one-year contract with MIG, Inc., for development of a Downtown 
Historic Core Plan.
FISCAL IMPACT:  The total cost of the contract will increase by $14,670 to a new not to exceed value 
of $314,507. Sufficient funds have been appropriated in General Governmental – Capital Improvement 
Program (CIP), Project No. 6711769 (Historic Neighborhood Studies), for anticipated expenditures 
during the current fiscal year and future fiscal years, contingent upon City Council approval of the City’s 
annual budget.
RECOMMENDATION:  Approve the contract increase.
 
BACKGROUND INFORMATION:  (T25-126-01) On July 1, 2025, City Council awarded a one-year 
contract to MIG, Inc. for a qualified consultant to research, draft, and finalize a Downtown Historic Core 
Plan.  The City is seeking to add services to provide an additional round of engagement with a joint 
stakeholder meeting/workshop and additional commission input meetings.
The City of Tempe’s Tempe Tomorrow: General Plan 2050, approved by City Council and adopted by 
voters in 2023, includes a directive to develop a Downtown Historic Core Plan. Goal #2 under the Historic 
Preservation section aims to “support the creation of location-specific preservation plans, especially in 
the downtown area, to better preserve historic properties and cultural resources in those locations” (81). 
The goal’s single objective is to “develop and promote a plan for a Downtown Historic Core (DHC), that 
includes design and planning guidelines, and the identification of boundaries.”
These additional services will ensure this project continues to focus on incorporating broad public and 
municipal input throughout the planning process.
