CITY OF TEMPE Meeting Date: 5/14/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B2 ACTION: Approve an increase in the contract amount with the Tempe Community Action Agency for the provisioning of a Financial Empowerment Center to be overseen by the Community Health and Human Services Department. FISCAL IMPACT: The total cost of this two-year contract will increase by $100,000 to a new not to exceed amount of $300,000. Sufficient funds have been appropriated in the General Fund, Cost Center 2976, Account 6997 (Roll-forward Supply Fees Svcs) for the anticipated expenditure in the current fiscal year and future fiscal years, contingent upon City Council approval of the City’s annual budget. The Contractor shall be required to provide an in-kind match of $78,216.38 annually. RECOMMENDATION: Approve the contract increase. BACKGROUND INFORMATION: (RFP 25-141) On September 18, 2025, City Council awarded a two-year agreement with Tempe Community Action Agency (TCAA) to provide financial counseling and coaching services to Tempe residents. These services are a key component of the City’s broader efforts to support financial stability, workforce participation, and long-term economic mobility for individuals and families. At the time of contract negotiation, it was anticipated that TCAA would assign an existing staff member to serve as Program Manager, dedicating a portion of their time to oversee program implementation, coordination, and reporting. Since the development of the Implementation Plan, it has been clarified that Cities for Financial Empowerment Fund requires a dedicated, full-time Program Manager to oversee the implementation of financial counseling and coaching services. This position is a core program requirement to ensure fidelity to the model, including consistent program oversight, data management and reporting, and coordination across partners. The Program Manager also serves as the primary liaison between TCAA and the City of Tempe to support alignment with program standards and performance expectations. To meet this requirement, an increase in the contract spending authority of $100,000 ($50,000 per year)is requested. These funds will enable TCAA to hire a full-time Program Manager dedicated to the financial counseling and coaching program. This adjustment will ensure compliance with program requirements, strengthen program oversight, and support effective service delivery aligned with the City’s strategic goals.
