CITY OF TEMPE Meeting Date: 5/14/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B3 ACTION: Authorize the Tempe Housing Authority Executive Director or designee to negotiate exclusively with Encore at Dorsey, LLC & Residences at Dorsey, LLC to enter into a Housing Assistance Payments Contract using U.S. Department of Housing and Urban Development Form 52531A (Part I) for up to 100 Project-Based Vouchers to be used to subsidize rental payments for qualified low-income families and seniors who will reside at Dorsey Station being constructed within the City’s Apache Boulevard Redevelopment Area. FISCAL IMPACT: Financial details will be determined through negotiation of the terms of the Housing Assistance Payments Contract and subject to U.S. Department of Housing and Urban Development approval. RECOMMENDATION: Authorize the Tempe Housing Authority Executive Director or designee to negotiate with Encore at Dorsey, LLC & Residences at Dorsey, LLC. BACKGROUND INFORMATION: (RFP 26-121) The City issued a Request for Proposal (RFP) to seek developers interested in applying for up to 120 Project-Based Vouchers (PBV) to be used in new construction or high-quality rehabilitation projects and services that serve low-income, very low-income, and extremely low-income households. This RFP was established for the purpose of implementation of the PBV program as outlined in 24 CFR Part 983 as administered by the U.S. Department of Housing and Urban Development (HUD). The City of Tempe Housing Authority (THA) will award vouchers to either a single project or multiple projects depending on available resources and reserves the right to determine the best mix of resources for a proposed project. Evaluation Process The RFP was published on April 9, 2026, to all registered firms for this commodity and advertised in the Arizona Capitol Times and Arizona Business Gazette. A total of 15 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission of a single proposal from Encore at Dorsey, LLC & Residences at Dorsey, LLC. The response was reviewed and scored by a committee comprised of Community Health and Human Services and Procurement staff in accordance with the evaluation criteria shown below. In the case of projects for occupancy by the elderly, people with disabilities or families needing other services, the THA will rate partially assisted projects on the percentage of units that are available to receive assistance. Projects with the lowest percentage of assisted units will receive the highest score. 40 22 Total Points 140 832 Recommendation After a thorough evaluation, the committee is recommending Encore at Dorsey, LLC & Residences at Dorsey, LLC be selected to negotiate a Housing Assistance Payments Contract (AHAP) that could result in the awarding of up to 100 PBVs that will be used to subsidize rental payments for qualified low-income families and seniors who will reside at Dorsey Station being constructed within the City’s Apache Boulevard Redevelopment Area. The Dorsey Station development will provide 400 units of affordable housing with 287 units dedicated to low-income families and 72 units dedicated to seniors. The Offeror is requesting PBV assistance for 99 units with 91 dedicated to low-income families and 8 dedicated to seniors.
