REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution authorizing the Mayor to sign an Intergovernmental Agreement between 
the City of Tempe and the State of Arizona for pavement improvements on Broadway Road from 55th 
Street to Mill Avenue in Tempe. (Resolution No. R2026.50)
FISCAL IMPACT:  The City will submit eligible expended right-of-way and utility costs to the State for 
reimbursement; eligible utility reimbursement will not exceed $266,000, and eligible right-of-way 
reimbursement will not exceed $31,500. Sufficient funds have been appropriated in the Transit Fund 
Capital Improvement Program Fund, Cost Center 5411081 [Broadway Rd Arterial Rehab and 
Reconstruction Project (Formerly Broadway Rd Revitalization Corridor)] for the anticipated expenditures 
in fiscal year 2026/27.
RECOMMENDATION:  Adopt Resolution No. R2026.50.
 
BACKGROUND INFORMATION:  The purpose of this Intergovernmental Agreement is to improve 
the pavement condition along Broadway Road from 55th Street to Mill Avenue, including sidewalk 
expansion, pedestrian ramp improvements, lighting and signal improvements. The cost, shown in Exhibit 
A, is estimated at $925,000, which includes federal aid and the Tempe’s match. The State will administer 
design, and the City will administer the utility relocation and right-of-way acquisition.
