ACTION:  PUBLIC HEARING ITEM Hold the second and final public hearing to adopt an ordinance for 
an Amended Planned Area Development Overlay to decrease the approved building height by more 
than 10 percent and modify the development standards for lot coverage and landscape area for a 
proposed four-story mixed-use development containing 285 dwelling units for NORTHBEND II, located 
at 1255 East Curry Road. The applicant is Huellmantel and Affiliates. The first public hearing was held 
on April 30, 2026. (Ordinance No. O2026.17)
FISCAL IMPACT:  While this ordinance change does not directly impact revenue, the planned 
development will result in collection of the standard development fees, calculated according to the 
approved fee structure at the time of permit issuance.
RECOMMENDATION:  Adopt Ordinance No. O2026.17
Development Review Commission – Approve (7-0 vote), subject to conditions
 
BACKGROUND INFORMATION:  NORTHBEND II (PL250244) is a proposed mixed-use 
development containing 285 dwelling units. On February 11, 2021, City Council approved Banyan North 
Tempe, a new four- to five-story mixed-use development containing 651 dwelling units with commercial 
use (five live-work units). That approval was for four buildings, and three of the four have been 
constructed. The applicant is requesting an Amended Planned Area Development Overlay and 
modifications to the approved plans to allow construction of the fourth building. The request includes the 
following:
PAD250009 Amended Planned Area Development to decrease the approved building height by more 
than 10 percent and modify the development standards for lot coverage and landscape area
