RIO SALADO COMMUNITY FACILITIES DISTRICT (CFD) BOARD CITY OF TEMPE Meeting Date: 6/4/2026 REQUEST FOR CFD BOARD ACTION Agenda Item: 4A ACTION: Hold a public hearing to adopt a resolution levying the annual assessment for the Rio Salado Community Facilities District (City of Tempe, Arizona) Improvement Project Number 1 consisting of the acquisition, construction, and annual maintenance of certain improvements within the District; approving the tentative budget of the District for the Fiscal Year 2026/2027; and setting the date for, and ordering the giving of notice of, a public hearing to receive objections on the assessments and tentative budget. The public hearing is scheduled for June 25, 2026. (Resolution No. CFD R2026.01) FISCAL IMPACT: The assessments provide the annual operating budget for the District. The proposed budget for FY 2026/27 is $5,660,791, which includes $4,215,400 for the budget assessed to property owners and $1,445,391 of carry forward appropriation for capital infrastructure needs. The City's portion of the allocated assessments, including the subsidy for undeveloped parcels, is approximately $2,774,949.95. RECOMMENDATION: Adopt Resolution No. CFD R2026.01. BACKGROUND INFORMATION: The Board will hold a public hearing during which it will receive any objections to the tentative budget before adopting it as the final budget, and to the assessments before they are approved as the final assessments.
