1) Call to Order & Introductions  
Meeting called to order at 5:30pm.   
 
2) Public Appearances: the Tempe Aviation Commission welcomes public comments at this time.  
 
None.  
 
3) Voting of the Meeting Minutes:  
 
Motion by Commissioner Labun to approve Meeting Minutes from March 18, 2026; second by Commissioner 
Larson. 
Ayes: Chair Carraway, Vice Chair Camargo, Commissioners Labun, Campbell, Ahmed, Larson and Walker 
Nays: None

4) Quarterly PHX East Compliance Report; Quarter 1 2026 Report and presentation by Jacob Payne, for 
discussion.  
Mr. Jacob Payne gave a presentation on the PHX East Quarter 1 2026 Report. Air traffic is down this quarter 
from last quarter. The number of complaints filed with the City of Phoenix and Tempe are down this quarter.

Vice Chair Camargo asked what type or aircraft is using classic?  Mr. Payne stated he would look into and find 
out.  Mr. Payne mentioned he can add that to a future report, especially if it continues to be at 50% compliance 
with the 4DME.  
Tempe received five noise complaints through 311 in the last three months. All five were related to helicopters. 
The City of Phoenix received 495 noise complaints. 490 came from one person. Last quarter that person placed 
1100 complaints.   
Commissioner Labun asked that the graphics on Figure 15 look more like the graphics on Figure 16. Mr. Payne 
stated he agreed and will make that change.  
Chair Carraway asked if the City of Phoenix would give the name of the person who put in the 490 complaints. 
Mr. Payne stated that there is an address associated with the complaints. Chair Carraway asked why the person 
is not seeking a resolution? What is the purpose behind the complaints?  
Vice Camargo asked about the helicopter noise complaints, wondering if there any other details on that? Mr. 
Payne stated that typically when helicopter noise complaints come through when the helicopter cuts a corner in 
order to save a little time and start flying over some of the residential areas off Southern Ave or Baseline Rd. 
There is only so much they can do when they are trying to achieve a certain location.  
5) Staff updates and announcements: 
 
Mr. Payne stated that he has spoken with the associates that handle the tours at Sky Harbor Air Traffic Control 
and TRACON Facilities to schedule our tour. He provided them options of the next four meeting days to see 
which date they can accommodate. They returned with one being their preferred option of July 22nd at 3pm.  
 
The Boards and Commissions Appreciation Event is May 1st at the Tempe Center for the Arts. Please bring your 
nametag with you to the event.  
 
The FAA is going to be hosting some community meetings about the performance-based navigation upgrades to 
Sky Harbor. The link to register for the webinar was sent to all Commission members. The webinar (Zoom) is 
May 13th at 10am-12pm. Mr. Payne will be in attendance and will brief the Commission on the details of that 
presentation at the next TAVCO meeting. 
 
Mr. Payne sent out a link for the Tempe Healing Fields 9/11 Memorial and advised Commissioners to keep an 
eye out for when they start accepting volunteers. Chair Carraway stated that he spoke with Mr. Nick Bastein and 
you can show up to help put flags up or help take down. You do not need to sign up to volunteer.   
 
There is still one open vacancy on the TAVCO Commission.    
 
Mr. Payne shared information and a video on Zipline, a delivery service that uses drones to deliver food and 
packages. There is a 8-pound weight limit. They are looking to get operations started in the Pheonix Metro Area.  
 
6) Commissioners’ Business; suggestions for future agenda items.  
Chair Carraway asked if any Commission members have any conflicts with the July 22nd date to tour Sky Harbor 
Air Traffic Control towers? Commissioners stated that they have no conflicts.

Commissioner Labun stated he is still working on the possibility of doing noise attenuation calculation using the 
lake weather data.  
7)    Schedule Next TAVCO Meeting 
 
The next meeting is scheduled for May 20, 2026.
