Members of the City Council may attend virtually or by electronic means. 
 
Minutes of the City of Tempe City Council Special Budget Meeting held on Thursday, May 
14, 2026, immediately following the Regular City Council Meeting, which begins at 6:00 
p.m., in the Harry E. Mitchell Government Center, Tempe City Hall, City Council 
Chambers, 31 East Fifth Street, Tempe, Arizona, and virtually through Microsoft Teams.

CALL TO ORDER 
 
Mayor Woods called the meeting to order at 11:56 p.m. 
 
2. 
PUBLIC HEARING ITEMS 
 
2A. 
Hold a public hearing to adopt a resolution adopting the fiscal year 2026/27 
Tentative Budget and setting public hearings for June 4, 2026, for the 
following: 1) adopting the fiscal years 2026/27 through 2030/31 Capital 
Improvements Program, 2) holding a Truth in Taxation Hearing, 3) 
approving the fiscal year 2026/27 property tax levy, and 4) adopting the 
fiscal year 2026/27 Final Budget. Also, setting a second public hearing for

the final adoption of the property tax levy rate at a meeting scheduled for 
June 25, 2026. (Resolution No. R2026.53) 
 
Mayor Woods introduced Agenda Item 2A and invited questions from the City Council. 
No questions were raised. 
 
Mayor Woods opened the public testimony portion of the hearing. 
 
Darlene Justus, Tempe resident, addressed the Council and expressed support for the 
proposed tentative budget and related actions. 
 
No additional members of the public came forward to speak, so Mayor Woods closed the 
public testimony. There was no discussion from the Council, and the public hearing was 
closed.

Motion to Approve Item 2A made by Councilmember Hodge and seconded by 
Councilmember Adams 
 
Aye: 6; Nay: 0; Abstain: 0; Absent: 1; Recused:  0;

Councilmember Chin, Councilmember Hodge 
 
Absent: Councilmember Keating 
 
The Resolution was adopted. The public hearings were set for June 4, 2026, and 
June 25, 2026.

ADJOURNMENT 
 
Mayor Woods announced that the next scheduled City Council Special Budget Meeting 
is June 4, 2026, and adjourned the meeting at 12:02 a.m.
