ACTION:  Approve the utilization of a one-year City of Chandler cooperative contract with AccessAbility 
Officer for web content accessibility audit, assessment consultant services and annual software support.
FISCAL IMPACT:  The total cost of this contract will not exceed $224,389. Sufficient funds have been 
appropriated in the Capital Improvement Program, Project 6708739 (Enterprise Software Upgrades) for 
anticipated expenditures during the current fiscal year and next fiscal year contingent upon City Council 
approval of the City’s annual budget.
RECOMMENDATION:  Approve utilization of the contract.
 
BACKGROUND INFORMATION:  (CAPA5-918-4936) The City of Chandler competitively solicited 
and awarded a contract for web content accessibility audit and assessment consultant services with 
AccessAbility Officer. The contract will support the City's compliance with the Department of Justice’s 
ADA Title II web and mobile accessibility rule. Title II web and mobile app rule requires state and local 
governments to make web content and mobile apps conform to Web Content Accessibility Guidelines 
(WCAG) 2.1, Level AA.
AccessAbility Officer will provide a phased accessibility program that includes hybrid automated and 
manual audits, testing by sighted keyboard users and blind screen reader users, audit reports with 
remediation recommendations, remediation support, office hours, staff training, third-party vendor 
compliance support, governance and procurement consulting. The City will also have access to 
DARTSuite software for ongoing testing, reporting, and monitoring, as well as to DARTDemand, an on-
demand accessibility accommodation service designed to help residents, job applicants, employees, 
and other users obtain accessible documents, alternative formats, or assistance when a digital service 
is not immediately accessible.

Up to 50% of the original 1250 credit hours can be rolled over into the subsequent contract term. The 
unused hours that are rolled into future years can be used to pay for both software and services. The 
parties negotiated a 2.5% inflation rate for annual renewals.
The City of Chandler utilized a solicitation process that established pricing based on purchase volumes 
anticipated for governmental agencies in the local metro area to generate competitive pricing. The 
contract contains cooperative language allowing its use by other governmental agencies.
