ACTION:  Award a professional services contract to Wilson Engineers, LLC., for Project No. 3202099E 
– Emergency Waterline Break – Construction Management Services.
FISCAL IMPACT:  The contract amount is $300,000. Funds to cover this contract, related costs and 
any future addenda are appropriated in Fiscal Year 2025/26 and future years, contingent upon City 
Council approval of the City’s annual budget, in Capital Improvement Project No. 3202099 (Water 
Transmission and Distribution System).
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION:  The City of Tempe’s water transmission and distribution system 
consists of more than 860 miles of waterline ranging from four inches to sixty-six inches in diameter, 
more than 26,000 valves and approximately 9,000 fire hydrants. 
This contract is to provide construction management services to support the Public Works team during 
emergency water events associated with this infrastructure.
Scope of Work:

Conduct pre-construction conference and facilitate weekly construction progress meetings

Perform site visits, construction inspections, oversee construction progress and quality 
assurance services

Coordinate with project stakeholders

Review submittals, requests for information and project test results

Review project schedule and updates

Review pay requests and change orders

Complete project document close-out package and record drawing production
