ACTION:  Adopt a resolution approving of and authorizing the Mayor to execute an Agreement between 
the City of Tempe and the Friends of the Tempe Public Library for the management of Connections 
Café. (Resolution No. R2026.59)
FISCAL IMPACT:  The Friends of the Tempe Public Library will make an annual donation to the Tempe 
Public Library division to support the capital, operating, and programming purposes of the Tempe Public 
Library in an amount to be determined at a later date per the terms of this Agreement. Sufficient budget 
appropriation for expenditure of this donation has been appropriated in the Restricted Revenue and 
Donations Fund (Fund 44) as part of the Fiscal Year 2026-27 pending budget adoption. Once the annual 
donation amount is determined and received by Tempe Public Library, the funds will be deposited into 
cost center 44402 (Friends of the Library).
RECOMMENDATION:  Approve Resolution No. R2026.59.
 
BACKGROUND INFORMATION:  The Friends of the Tempe Public Library (Friends), a 501(c)(3), 
and the City of Tempe (City) entered into a management agreement (C2006-65) on April 1, 2006, as 
amended by Addendum No. 1 (C2006-65a) on November 12, 2015, for the management and operation 
of Connections Café (Café) located in the Tempe Public Library, which is owned by the City. All previous 
agreements have or will expire in the near future, and the parties have agreed to memorialize their 
relationship moving forward. 
This Agreement allows the Friends to use certain City-owned space located in the Library to operate the 
Café as well as a bookstore for the purpose of generating additional funds to be used for the benefit of 
the Library for an initial 10-year term with an option to renew for one successive 10-year term upon 
mutual agreement.
