ACTION:  PUBLIC HEARING ITEM Hold a public hearing to adopt a resolution levying the fiscal year 
2026/27 annual assessment for the City of Tempe Downtown Tempe Enhanced Services Improvement 
District, ruling on objections, making corrections, approving a new district map, and approving modified 
assessments. (Resolution No. R2026.67)
FISCAL IMPACT:  The annual assessment for City-owned property within the District for fiscal year 
(FY) 2026-27 is $168,323.42. Sufficient budget appropriation for the City's annual assessment was 
included as part of Community Development's recommended FY 2026-27 budget in the General Fund 
- cost center 2712 (CD Contracts + Exclusions).
RECOMMENDATION:  Adopt Resolution No. R2026.67.
 
BACKGROUND INFORMATION:  In 1993, the City Council adopted Resolution No. 93.35 creating 
the Downtown Tempe Enhanced Services District. The City contracts with the Downtown Tempe 
Authority (DTA) to manage and operate the District. Each property in the district is assessed unless it is 
exempt. Exempt properties are Rights of Way and those owned by the State, County, Churches, non-
profit-organizations, Schools, and condominiums. ASU pays an in-lieu fee for qualifying properties.
The assessment is based on the location within the district and size of the building and property, and 
the uses that are made of the property. Each year the assessments are updated, based on changes to 
properties in the district and the Consumer Price Index.  
Attached for the City Council’s review is Resolution No. R2026.67, which, if approved, will fix the 
assessments for the upcoming fiscal year. The total annual assessment for the period July 1, 2026 
through June 30, 2027, is $1,841,291.48; of that, the City is responsible for $168,323.42. The annual 
assessment for the previous year was $1,770,789.72.
All property owners being assessed were notified, by DTA website posting, of the public hearing and 
the notice was also published in the Arizona Republic. The notice allows property owners to object or 
question the assessment. Written protests filed with the City Clerk’s Office, if any, will be presented to 
the City Council at the June 4, 2026 annual assessment public hearing.
