ACTION:  Approve one-year contract renewals with Allied Universal Services, T.E.A.M. Security, and 
Windom Security Strategies Today, LLC for armed and unarmed security officer services at various City 
locations.
FISCAL IMPACT:  The total combined cost of the contracts will not exceed $3,300,000. Sufficient 
funds have been appropriated in various cost centers for anticipated expenditures during the current 
fiscal year and future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Renew the contracts
 
BACKGROUND INFORMATION:   (T24-130-01, 02, 03) City Council awarded contracts to the above 
referenced companies on October 1, 2024, for an initial 9-month term with four, one-year renewal 
options.   The companies recommended for renewals will be responsible for providing all management, 
training, on-site supervision, labor, equipment, duty gear, transportation, insurance, bonds, etc., 
necessary to deliver armed and unarmed security services.  
The armed officers support Post Security details that currently includes 42 officers that are assigned to 
14 City locations.  The unarmed officers support a wide variety of locations and assignments including 
static and mobile security at homeless housing/shelter locations, Mill Avenue District Police back-up 
security including jail transfers, Mill Avenue Downtown patrols, and park security).  
All the recommended firms are fully qualified to perform these services and meet the State of Arizona 
licensing requirements as well as the City’s insurance and bonding requirements.  If approved as 
recommended, the contracts will be extended through June 30, 2027.

three companies including their support for the contract extension as shown below:
