Since the publishing of the staff report, staff received an opposition letter from a property owner 
that resides within 300 feet of the subject site. Their concern centers on the drainage of 
stormwater from the developed site and the potential risk of flooding on their parcel. Another 
concern is a fear of increased dust pollution emanating from the site once developed and a fear 
of a loss of a quiet rural lifestyle in the area. The opposition letter has been attached.

I, Michael G Veselik, are the land/homeowner of parcel #50433048T.  I wish to protest the rezoning of 
the land from Rual-43 to IND-2 IUPD.  This proposed site is within 300 feet of my 2-acre parcel, which is 
our primary residence and that of our horses.  The area you are looking to develop into a solar field is 
our natural flood area for our group of homes.   All run off in our area drain directly down 355th Avenue 
from the culvert under Salome Highway along with individual tributaries across all our parcels.  This 
water flows to the south and makes a turn west on Southern Avenue using all those arteries to absorb 
flood runoff and conƟnue south in the river botom.   
We are aware that natural desert runoff through our properƟes deposits all these flood waters to the 
river botom and by law cannot be diverted.  Disturbing that land area will set our homes up for 
catastrophic re-occurring flooding.  We can provide video of acƟve flood channels showing the volume of 
water this area handles and how important this flood area is to our homes during storms.  
When reviewing the plans a few months ago with the developer listed on the re-zoning sign, she advised 
there were no plans to develop 355th Avenue south of Solome highway to Southern Avenue nor address 
the potenƟal of flood control.  The stripping of the land of all vegetaƟon will create dust health issues for 
all our families and animals.   We have already seen that is the case of the solar farm being developed on 
both sides of Solome highway just east of Luke Wash, which is 1 mile east of our homes.  Poor dust 
control is currently creaƟng serious breathing issues for our families and our animals.  We do NOT need 
that in our backyards.  We all purchased our land and homes to provide a quiet lifestyle for our families, 
horses and animals, and do not want to endure months of land stripping, dust and noise.  We also do not 
want our view to be that of over 500 solar panels and dusty non vegetaƟon land.  When most of us 
bought our homes, it was stated the land would remain state land and would not be developed.
