Project Description 
The purpose of this letter is to describe the proposed accessory commercial parking use 
at the property located at 213 E University Drive, which is owned and operated by the 
First United Methodist Church of Tempe. 
The site is currently developed with an existing church facility and an associated surface 
parking lot containing sixty-nine (69) parking spaces. The proposed request seeks 
approval to allow limited, accessory commercial parking use of a portion of the existing 
parking supply during periods when the spaces are not required for primary 
church-related activities. 
No physical modifications to the site are proposed. There will be no new construction, no 
expansion of the parking lot, no restriping, no changes to lighting, and no changes to site 
access. 
Existing Primary Use 
The primary use of the site is a church facility operated by the First United Methodist 
Church of Tempe. The property is used as a church with additional ancillary or 
community uses. 
Church-related parking demand generally occurs during the following days and times: 
●​ Sundays from 6:00am until 2:00pm 
 
Outside of these periods, a portion of the parking lot remains underutilized. 
Accessory Commercial Parking Use 
The applicant proposes to make existing parking spaces available for short-term public 
parking through a managed parking platform (AirGarage), strictly as an accessory use to 
the primary church use.

The accessory parking use is managed to ensure that adequate parking remains 
available for church activities at all times. The accessory parking use will automatically be 
suspended during church services or special events when the parking supply is needed for 
the primary use. 
Surrounding Area and Compatibility 
The site is located within a highly urbanized, institutional, and university-oriented area. 
Adjacent land uses include: 
North:​Church, restaurant, and other commercial uses 
South:​ University-related uses 
East:​ University-related uses 
West:​ University-related uses 
The proposed accessory parking use is consistent with the surrounding context and is 
compatible with nearby institutional, educational, and commercial activity patterns. 
Use Permit Evaluation Criteria – ZDC §6-308(E) 
The proposed request complies with the approval criteria for a Use Permit as follows: 
a. Traffic Impacts 
The accessory parking use will not result in significant additional vehicular or 
pedestrian traffic beyond existing conditions. Given the site’s proximity to Arizona 
State University and surrounding mixed-use development, the area already 
experiences consistent parking demand and circulation patterns typical of an 
urban center. The parking lot already exists and is currently accessed from 
established driveways. The proposal reallocates unused capacity rather than 
introducing new demand.  
b. Nuisance Impacts 
The proposed use will not create nuisance impacts related to noise, vibration, 
odor, glare, or similar conditions beyond ambient urban levels. 
c. Neighborhood Impacts 
The request will not contribute to deterioration of the surrounding area or 
negatively impact property values. The site has functioned as a parking facility in 
conjunction with institutional uses for many years. 
d. Compatibility 
The accessory parking use is compatible with surrounding institutional, university, 
and commercial uses and aligns with existing patterns of parking demand in the 
area. 
e. Public Welfare and Behavior Control

Parking operations will be managed to ensure orderly use of the site. The 
accessory nature of the parking ensures that church operations remain the 
priority and that public use does not interfere with site activities. 
 
Conclusion 
 
The proposed accessory commercial parking use represents a reasonable, low-impact 
use of existing infrastructure and will not be detrimental to nearby properties, the 
surrounding area, or the general public welfare. The request aligns with the intent of the 
Zoning and Development Code and supports efficient use of parking resources in an 
urban, university-adjacent context. 
 
The applicant respectfully requests approval of the Use Permit.

In studying the parking requirements for the First Methodist Church in the previous documents sent to 
us and the Compliance team at Air Garage it was noted that the required parking spaces for use 
during the week and for potential rental were reduced by the amount designated for the "Assembly" 
classification. This is how the figure of 49 spaces was arrived at as described in the notation in 
the box near the bottom of the plan. My assumption is that since the assembly figure is only needed 
on Sunday when the church is in full use it is not space that is needed during the remainder of the 
week and therefore available as lease parking spaces for Air Garage. By that same reasoning the 
"Classroom" designation is also not needed during the week since those are Sunday School Classrooms 
not regular education classrooms and are not utilized during the week. Therefore parking is not 
required for that use during the week either. That being said, the reduction of 39 spaces in the 
required parking that can not be rented makes the total needed space to 10 for "Office" use. We 
currently reserve 15 spaces on the west side of our lot "For Church Use Only", so we have reserved 
space that is not rented to the public which is 5 more than the required 10 spaces for "Office" 
purposes. That leaves us with 55 spaces that can be leased by Air Garage. The Office spaces are only 
required by the church 7:00 am to 6:00pm M-F and would be available for lease by Air Garage outside 
of those hours. The parking spaces used for Assembly and Classroom use are only needed on Sunday 
from 6:00am to 2:00pm the remainder of the week that parking is available for lease by Air Garage. 
The church has been managing this resource in this fashion for more than 60 years. Air Garage has 
enabled us to manage the lot 24x7x365 and is an essential part of making the best use of the 
resources at our disposal to meet the needs God has put before us. 
There was an additional request for documentation regarding the permission to use lot 11 on ASU's 
property as well as other parking lots to accommodate the parking needs for our congregation on 
Sundays. I have attached a letter of agreement from ASU which contains a statement to that 
permission. I have also attached a document which is a Quit Claim Deed regarding one half of Forest 
Avenue and one half of the Alley on the south side of our property as well as the parking on Forest 
avenue adjacent to the west boundary of our property. The Deed has a covenant that defines the use 
of the parking spaces during the week by ASU and the church use on Sunday.
I respectfully submit this clarification letter for consideration to be reviewed for the issuance 
of the Parking permit application.
