Draft of Age-Friendly Tempe 2026–2030 Action Plan

PURPOSE:
Community Health and Human Services staff will provide an overview of the proposed Age-Friendly 
Tempe 2026–2030 Action Plan for Council review and input prior to submission to the American 
Association of Retired Persons (AARP) for recertification of Tempe as an Age-Friendly Community.
RECOMMENDATION OR GUIDANCE REQUESTED:
Staff seek Council feedback on the proposed Action Plan, including goals, and overall direction, to inform 
final submission to AARP.

BACKGROUND INFORMATION:
Tempe has been designated as an AARP Age-Friendly Community since 2022, reflecting the city’s 
commitment to advancing livability for residents of all ages. As part of AARP’s recertification process, 
communities are required to develop and submit a new multi-year action plan that builds on prior progress 
and outlines strategies aligned with the AARP 8 Domains of Livability: 
1. Outdoor Spaces and Buildings
2. Transportation
3. Housing
4. Social Participation
5. Respect and Social Inclusion
6. Civic Participation and Employment
7. Communication and Information
8. Health Services and Community Supports
 
The Age-Friendly Tempe 2026–2030 Action Plan was developed through a collaborative process 
involving the Age-Friendly Tempe Council Subcommittee, a cross-sector Action Team, and community 
partners. The process included reviewing progress under the 2020–2025 plan, analyzing community 
data, and incorporating resident and stakeholder input to identify key priorities, gaps, and opportunities. 
The proposed plan outlines domain-specific goals and objectives designed to enhance livability for 
residents of all ages. Following Council review and input, staff will finalize the plan and submit it to AARP 
to maintain Tempe’s Age-Friendly designation.
FISCAL IMPACT or IMPACT TO CURRENT RESOURCES:
None. Implementation will occur through existing programs, partnerships, and resources, with future 
efforts supported by grants and alignment with departmental work plans.
