ACTION:  Adopt a resolution of the City Council of the City of Tempe, Arizona, supporting the use of 
the 2024 International Green Construction Code (IgCC) for all newly constructed municipal buildings.

RECOMMENDATION:  Adopt Resolution No. R2026.68.
 
BACKGROUND INFORMATION:  The Community Development Department’s Building Safety 
Division, in collaboration with the Transportation and Sustainability Department’s Sustainability Division, 
developed and implemented the 2018 International Green Construction Code (IgCC), which was 
approved by Tempe City Council in November 2023. Council action established the IgCC as a voluntary 
code for private development seeking to incorporate higher standards of sustainability, energy efficiency, 
water conservation, and resiliency into building design and construction. Council action also required 
newly constructed municipal buildings to comply with the adopted 2018 IgCC standards, reinforcing the 
City’s commitment to lead by example in sustainable development practices.
At the March 23, 2026, Work Study Session, staff provided Council with an update on implementation 
efforts related to the IgCC and ongoing coordination between departments. As part of the presentation, 
staff discussed the upcoming adoption cycle for construction codes and the opportunity to transition from 
the 2018 IgCC to the updated 2024 IgCC. The 2024 edition reflects advancements in the best national 
practices related to sustainable construction, building performance, energy efficiency, water 
conservation, indoor environmental quality, and climate resilience.
The purpose of this resolution is to update the City’s municipal construction standard from the 2018 
IgCC to the 2024 IgCC and continue Tempe’s commitment to sustainable growth, resilient infrastructure, 
and high-performance public buildings. Adoption of the updated code will ensure municipal facilities 
align with current industry standards and support the City’s broader Climate Action Plan goals related 
to urban cooling, energy efficiency, and long-term environmental stewardship.
