To Whom It May Concern, 
 
My name is Robert Davis II, owner of Twin Locos, located at 3224 S Mill Ave, Tempe, AZ 
85282, and I am submitting this Letter of Explanation in support of our Use Permit request. 
The purpose of this request is to allow limited live entertainment and event activities within our 
existing restaurant in a way that is safe, well-regulated, and beneficial to the surrounding 
community. 
 
Our goals are to improve customer experience, increase daytime business activity, support 
local artists, and provide a controlled environment for residents to enjoy food, music, and 
community gatherings. We are committed to operating in full compliance with City of Tempe 
standards and maintaining a peaceful, responsible atmosphere. Series 12 liquor license. 
Temporary light and sound set that will be assembled on the day of events and completely 
taken down afterwards. For music we would use a simple plug in speaker or our pre-existing 
integrated speaker system in the ceiling. Sound will be kept to a reasonable level but we've 
never had any noise complaints. Currently we operate as a restaurant from 3pm - 4 am but 
will be cutting back hours upon approval of use permit. All events will start after surrounding 
tenants close. We have over 50 parking spaces as well as a neighboring 100 spaces which is 
for our space with a capacity of 220 people. We will advise all of our guests to uber or lyft to 
keep traffic & parking to a minimum. Even on the busiest days in this plaza my business has 
never been affected by my neighbors traffic. 
 
DESCRIPTION OF USE 
 
We are requesting approval for the following activities: 
 
1. Weekend Brunch DJ (Saturday & Sunday mornings) 
• Low-volume music to enhance the brunch atmosphere 
• Not intended as a nightclub environment 
• Ends before peak daytime hours

2. Karaoke Night (1 night per week) 
• Community-oriented, customer-driven activity 
• Controlled volume and supervised participation 
• All karaoke will end at 2 am

• Local artists/comedians 
• No high-amplification or concert-style productions  
•  All Live music ends at 12 am All comedy ends at 2 am. Flexible.

• Occasional use of the space for birthday parties, funerals, small gatherings, and community 
events 
• Events will typically end by 8:00 PM unless otherwise coordinated and approved 
• All events supervised by management to ensure compliance with behavior, noise, and 
safety requirements 
• All events that feature live operation  
• All Private Rentals & Events will end at 12 am 
 
All activities will occur inside the building only. No outdoor speakers or outdoor entertainment 
are proposed. 
 
IMPACT ON SURROUNDING AREA 
 
a. Vehicular or Pedestrian Traffic 
These activities do not significantly increase traffic beyond normal restaurant operations. All 
events occur within normal business hours, and our existing parking accommodations remain 
adequate. All surrounding tenants close at 9pm everyday. Most of our events will begin at 
10pm. 
b. Nuisance Prevention (odor, dust, gas, noise, vibration, smoke, glare, heat) 
• Entertainment is low to moderate volume, indoors only 
• No outdoor speakers 
• No excessive bass or amplified sound 
• Doors remain closed during performances 
• All activities cease at reasonable hours to avoid disturbing neighbors 
 
c. Protection of Neighborhood & Property Values 
Our goal is to enhance the neighborhood by: 
• Providing safe, family-friendly, community-building events 
• Reducing the need for residents to travel to nightlife districts 
• Supporting local musicians and comedians 
• Adding positive economic activity to the area 
 
Operations will not deteriorate property values, nor create an environment inconsistent with 
the City’s General Plan goals. 
 
d. Compatibility With Surrounding Structures & Uses 
Twin Locos is already permitted and operating as a restaurant at 3224 S Mill Ave. The

proposed entertainment is entirely indoors, limited in volume, and compatible with similar 
restaurant uses in Tempe that host live music, trivia, brunch DJs, and private events. 
 
e. Control of Disruptive Behavior 
We maintain full staff supervision during all entertainment and private events. We enforce: 
• No loitering 
• No disorderly conduct 
• Strict ID verification for alcohol service 
• Immediate removal of disruptive guests 
 
Our establishment prioritizes safety, professionalism, and respect for the neighborhood. 
 
SUMMARY 
 
The requested use permit will allow us to responsibly provide weekend brunch DJs, karaoke, 
small-scale live music/comedy, and occasional private rentals — all designed to support the 
community, increase safe local entertainment options, and operate fully within Tempe’s 
guidelines.
