Dear Planning Division,
I am writing to formally provide an explanation for the request for a Use Permit for the vocational school Lincoln Technical
Institute (LTI). LTI is looking at leasing a tenant space Suite 110 at 1665 W. Alameda Dr. in Tempe, Arizona, this property
falls within a General Industrial District zone and therefore as a vocational school will require a Use Permit.
I. Project Purpose
LTI Mission Statement - Lincoln's mission is to provide superior education and training to our students for in-demand
careers in a supportive, accessible learning environment, transforming students' lives and adding value to their
communities.
Lincoln Educational Services Corporation has been a cornerstone of career education in America since 1946, when it was
founded as Lincoln Technical Institute. Today, Lincoln operates 23 campuses across 13 states under three brands and is
widely recognized as one of the nation's leading providers of career-oriented post-secondary education. Our programs
address America's growing skills gap by offering recent high school graduates and working adults’ hands-on degree and
diploma programs in four high-demand areas: skilled trades, automotive, health sciences, and information technology.
LTI offers hands-on career training programs for a variety of fields, the Tempe location would provide Welding, Automotive,
HVAC, Electrical and Electronics programs. Academic instruction will take place Monday through Thursday, with three shifts
spanning the hours of 7:00 AM to 10:00 PM, accommodating approximately 500 students across those shifts. The campus
admissions office will operate six days a week, Monday through Saturday, with flexible hours designed to serve prospective
students at times that work for their schedules. Approximately 50 staff members will support campus operations across all
days and shifts.
The building and property would require modifications to accommodate the programs including a welding gas bulk tank
storage pad and fume extraction pad, a new curb cut to provide access to a new overhead door into the automotive
program, relocating the tenant space main entrance as well as creating a new student entrance, new exit doors and roll-up
doors for HVAC program.
II. Impact on the Surrounding Area
The property is situated between W. Alameda Dr., S 55th St. and Rt.10, Suite 110 is in the southwest portion of the building
adjacent to Rt. 10 and roughly 400’ from the neighboring residential zone.
These site modifications will have no impact on adjacent properties.

Bulk Tank Storage - These tanks would store inert welding gases such as Argon and CO2 and would be located on an
equipment pad on the west side of the property adjacent to Rt.10 between the building and the existing fire lane. The tanks
would be within screened fence enclosure.
Fume Extractors - The Fume Extractors would sit on an equipment pad next to the Bulk Tank Storage and would share the
screened enclosure. These extractors exhaust welding gases from the welding booths, filter the air and recycle it back into
the system. The air is not released into the surrounding atmosphere.
Overhead door - The new overhead door would be located on the south side of the building and would require a curb cut
and driveway from the existing parking lot, it would not impact parking spots nor any local traffic.
Tenant main entrance and student entrance - The current main entrance is limiting the preferred location of the
Automotive program, we are suggesting relocating it over a single structural bay. The new location is equal distance from
the existing accessible parking spaces used by the tenant. There will also be a new student entrance on the south façade.
New Exit Doors - With the new interior program there will be additional egress exit doors provided to enhance egress
pathways and capacity. The new exit doors would be located on the south and west facades.
Roll-up doors - We are proposing the addition of (2) roll-up doors on the west façade of the building to allow for
equipment and material deliveries to the program spaces.
III. Per the Zoning and Development Code Criteria Section 6-308(E) Sections a-e:
a. Any significant increase in vehicular or pedestrian traffic;
The three-shift instructional model, operating Monday through Thursday, is designed to distribute student
and staff traffic throughout the day and evening, minimizing peak-hour congestion and reducing the
impact on surrounding streets and neighbors. No significant increase in vehicular or pedestrian traffic is
expected.
b. Nuisance arising from the emission of odor, dust, gas, noise, vibration, smoke, heat, or glare at a level
exceeding the ambient conditions;
The fume extractors do not have any emissions, the air is filtered and recycled back into the building as to
not exhaust into the atmosphere. The adjacent Rt. 10 highway creates significant noise levels, any residual
noise the facility generates should not exceed the ambient noise of the highway. As such, the project will not
create nuisances beyond ambient conditions.
c. Contribution to the deterioration of the neighborhood or to the downgrading of property values, which is
conflict with the goals, objectives or policies of the city’s adopted plans for General Plan;
We believe the Lincoln Tech campus will be a meaningful and positive addition to the Tempe community in
several important ways:
Workforce Development: Lincoln's programs are specifically designed to connect students with the skills
that local and regional employers need most. Our graduates enter the workforce ready to contribute from
day one, helping to address the skilled labor shortages that affect industries throughout the greater
Phoenix metropolitan area.

Local Employment: The campus will create approximately 50 direct jobs in Tempe, including instructors,
administrative staff, and support personnel. These are stable, community-rooted positions.
Economic Activity: Students and staff will patronize local businesses, restaurants, and services,
contributing to the economic vitality of the surrounding area.
Educational Access: Lincoln serves a diverse student population, including working adults seeking to
advance their careers. Our flexible admissions hours — available six days a week — reflect our
commitment to removing barriers and making career education accessible to everyone in the Tempe
community, regardless of their work or family schedule.
Corporate and Government Partnerships: In addition to our standard programs, Lincoln offers custom-
designed training for corporate and government clients, creating opportunities for partnerships with
Tempe-area employers and public agencies.
d. Compatibility with existing surrounding structures and uses;
The building aesthetic will not be changing in appearance in any significant way to impact the surrounding
structures or uses.
e. Adequate control of disruptive behavior both inside and outside the premises, which may create a nuisance
to the surrounding area or general public.
Lincoln Tech maintains a Code of Conduct that establishes clear expectations for respectful, professional,
and lawful behavior by all students on campus and during school-related activities. The policy prohibits
disruptive, threatening, disorderly, or unsafe conduct that could interfere with instruction, campus
operations, or neighboring properties. Students are expected to comply with directions from faculty and
staff, follow all safety and security procedures, and conduct themselves in a manner that reflects positively
on the institution. The Code of Conduct is the primary means to help ensure a safe and orderly environment
for students, staff, visitors, and the surrounding community.
