Claims Adjuster Alex Chin, Management Assistant 1. CALL TO ORDER Chair Lisette Camacho called the meeting to order at 5:37 p.m., 2. MEETING MINUTES 2A. Approval of the June 24th, 2025, Board Meeting Minutes Chair Camacho invited the Board to review the minutes. Although some members were not present at that 2025 meeting, the Board agreed they were comfortable proceeding. Risk Management Trust Board Meeting Minutes Wednesday, April 22, 2026 2 Motion: To approve the June 24, 2025, meeting minutes. Motion by: Corey D Woods. Second by: Jonathan Brown Vote: Ayes – unanimous; Nays – none. Motion passed 5–0. 3. CURRENT ITEMS 3A. Welcome and Introduction to New Joint Members Alex Chin introduced the orientation packet provided to new members, which included: Overview of the Risk Management Trust Board Risk Management organizational chart Charter and performance measures Required Open Meeting Law training video and acknowledgment form (due within 14 days) Resolution delegating insurance approval authority New members Jonathan Brown and Alicia Clark-Bradley introduced themselves, sharing their professional backgrounds in actuarial science, insurance, leadership, and municipal operations. Board members, city staff, and Alliant representatives also introduced themselves and welcomed the new members. 3B. RMTB Annual Claim Trends Report Financial Services Director Laura Calder presented the annual claim trends report, submitted to the Tempe City Council. Highlights included: The Risk Management program supports payment of liability, auto, property, cyber, legal, insurance premiums, and related costs. Two funds support the program: – Risk Management Fund (general liability, property, auto, etc.) – Workers’ Compensation Fund (employee injury and illness claims Analysis of 5.5 years of historical data showed rising expenditures in several categories. Police and Utilities departments continue to represent the largest share of departmental chargebacks (approx. 67%). FY25–26 year-to-date expenditures were already approaching prior years due to: – Up-front payment of annual insurance premiums – A significant wrongful-death liability claim Workers’ Compensation costs have remained relatively stable short-term, though long-term trends continue to rise due to: – Cancer presumption cases – Aging workforce Risk Management Trust Board Meeting Minutes Wednesday, April 22, 2026 3 – Increased medical costs Risk staff meets monthly with Police and Fire to review cost-containment opportunities and emerging risks. No Board questions were raised. 3C. State of the Market 2026-27 Alliant Insurance Services Alliant representatives Pamela Dominguez and Shawn Kraatz presented the 2026–27 State of the Market overview. Key points included: Property Market: o Returning stability and two consecutive profitable years for carriers. o Lower global insured losses compared to prior years. o Market softening for entities with favorable loss histories (potential 10– 20% decreases). o Inflationary pressures still relevant. Liability Market: o Reduced capacity due to carriers exiting or narrowing limits. o Cost pressures driven by: – Social inflation – Litigation funding – Rising jury verdicts (anchoring strategies) Excess Workers’ Compensation remains stable. Cyber market improving significantly with better capacity and competitive pricing; the City’s IT division was commended for strong controls. Emerging Risks: o AI-related liability exclusions becoming common. o Rising auto liability costs due to vehicle prices, severity trends, and autonomous vehicle considerations. o Growth in mental-health-related claims. Projected Renewal Timelines: o Most quotes expected between late May and mid-June. o Excess liability quotes typically arrive latest. o Renewals remain on track for July 1. 4. BOARD MEMBER & STAFF ANNOUNCEMENTS 4A. Annual Boards and Commissions Event Risk Management Trust Board Meeting Minutes Wednesday, April 22, 2026 4 Alex Chin reminded members of the Annual Boards and Commissions Appreciation Event, to be held: Friday, April 28, 5:00–7:00 p.m. at Tempe Center for the Arts. Members were encouraged to attend; business casual attire suggested. City Staff also offered individualized training for new members wishing to learn more about the City’s insurance program and renewal structure. 5. PUBLIC APPEARANCES No public comments were received in person, online, or via email. 6. NEXT MEETING The Board discussed scheduling the next meeting to coincide with receipt of renewal proposals. Alliant expects most coverage quotes by late May. Liability quotes may arrive in June but preliminary decisions can begin earlier. 7. ADJOURNMENT Chair Camacho adjourned the meeting at approximately 6:38 p.m.
