Contributions will be bundled into care packages and distributed by Aug. 1. Agenda Item 3 – Approval of Meeting Minutes Councilmember Hodge motioned to approve the Nov. 14, 2025, Council Subcommittee minutes. Vice Mayor Garlid seconded. The minutes were approved. Agenda Item 4 – Communications & Public Outreach Update (PIO Pat Shannahan) The outreach plan supports ordinance implementation, promotes safety tools, and encourages peer support. Two workshops were held with youth ages 17–28. Participants preferred empowerment over fear, already used group chats and peer check-ins, valued practical tools, and responded to authentic messaging. The campaign centers on two concepts: “This Is How We Go Out,” focused on friends looking out for one another, and “If Something Feels Off,” focused on trusting instincts and seeking help. Staff reviewed proposed materials, including social media ads, restroom signage, Mill Avenue digital signs, and other outreach concepts. Pat Shannahan said the campaign is designed to be less formal and more relatable to the target audience. Staff discussed rideshare advertising after participants identified rideshares as key moments for safety messaging. Pat noted that a rideshare ad test could cost approximately $2,500, and Vice Mayor Garlid praised the mockups. Staff reiterated the Aug. 1 launch date. Councilmember Keating and Vice Mayor Garlid emphasized promoting bars that exceed minimum requirements. Councilmember Hodge asked that education materials be ready by late July, when Tempe high school students return. Sharon Doyle reviewed youth outreach through Tempe Union High School District, CARE 7, community events, Arizona State University student groups, and existing ASU communications. Agenda Item 5 – Ordinance Implementation Plan Update (LT. Ron Elcock) Tempe Police reviewed the implementation and audit process. The program will use a self- service webpage for registration, attestations, training, signage, FAQs, and compliance tracking. Businesses will register, complete a compliance period, receive certification, and submit quarterly attestations for rebate eligibility. Enforcement will be education-first, with random and risk-based audits and CAD/RMS awareness flags. Staff reviewed responsibilities for Metro staff, patrol officers, Records/CAD, Police IT, and Financial Services. The timeline includes finalizing eligible businesses by June 15, launching webpage materials by July 1, opening registration by Aug. 1, using August and September for education-first compliance, beginning attestations and audits Oct. 1, completing initial audits by December, and starting the full annual cycle in January 2027. Agenda Item 6 – Stakeholder & Staff Discussion Shirah Bernarde with NightCap introduced Darian Everding with SAFE Bar Network. SAFE Bar Network offers a free, one-hour training curriculum for hospitality teams focused on active bystander skills, de-escalation, and safer nightlife practices. The partnership would pair NightCap’s patron-facing prevention tools with SAFE Bar Network’s staff training model. More information can be found at SafeBarNetwork.org. No further stakeholder or staff discussion. Agenda Item 7 – Council Subcommittee Next Steps Vice Mayor Garlid announced that, per the Council Work Study Session held on June 11, 2026, effective after adjournment, the Drink Spiking Education & Prevention Council Subcommittee will be closed.
