ACTION:  Approve a one-year contract renewal with The Visibility Company, dba, Propel, Inc. for the 
provisioning of a wellness program for eligible City employees.
FISCAL IMPACT:  The total cost of this contract will not exceed $235,000. Sufficient funds will be 
appropriated in the Tempe Health Fund, Cost Center 4167 (Employees), for the anticipated expenditures 
in the next fiscal year contingent upon City Council approval of the City’s budget.    
RECOMMENDATION:  Approve the contract renewal.
 
BACKGROUND INFORMATION:  (T22-068-01) City Council awarded the contract on June 23, 
2022, for an initial three-year period with two, one-year renewal options.  This is the final renewal option.  
Propel provides an extensive wellness program for eligible City employees that includes an annual 
biometric health screen, exercise tracking and participation incentives, health awareness online 
tutorials, healthy lifestyle coaching, etc.
