CITY OF TEMPE Meeting Date: 6/25/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B8 ACTION: Approve a one-year sole-source contract renewal with NextGen Healthcare, Inc., for an electronic health record and case management software solution. FISCAL IMPACT: The total cost of this contract will not exceed $118,000. Sufficient funds have been appropriated in the General Fund, Cost Center 1971 (Information Technology Administration), for anticipated expenditures during the current fiscal year and future fiscal years, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the contract renewal. BACKGROUND INFORMATION: (IT26-088-01) The City has been utilizing Behavioral Health Suite (BH Suite) with NextGen Healthcare since April 2023. The software was originally sourced through SHI, an authorized value-added reseller (VAR) under the Omnia cooperative contract. We used this cooperative arrangement for several years, but during this period, the City faced significant administrative challenges with the VAR model. Consequently, Procurement has decided to establish a direct contract with NextGen. A sole source is warranted due to the City’s substantial financial and operational investment in this software solution. BH Suite is an electronic health record and case management system used across CARE 7 programs. It serves as a secure client database where staff documents demographics, encounters, services, care coordination, referrals, PRAPARE assessments, case plans, and progress. The system offers cross- team visibility for coordinated care. NextGen Mobile allows field staff to access client history and facilitate referrals among CARE 7 groups. NextGen provides detailed reporting, including productivity metrics, caseloads, KPIs, performance data, and contractual reports. It tracks crisis encounters, Care & Hope Line calls, dispatches, response times, services, referrals, supplies, and callers. These data support leadership, stakeholders, grants, city performance, quarterly reports, and cost recovery for Crisis Intervention. NextGen also supports billing for eligible services, creating a sustainable funding stream apart from grants or City funds.
