REQUEST FOR COUNCIL ACTION
Agenda Item: 7B9
ACTION: Approve the utilization of one-year City of Mesa cooperative contracts with Arizona West
Builders and Communications, Inc. for communication tower equipment, repair and support services.
FISCAL IMPACT: The total cost of these contracts will not exceed $300,000. Sufficient funds have
been appropriated in the Capital Improvement Program, Project No. 6710569 (Network Cabling
Replacement), and other City-wide cost centers as needed for anticipated expenditures during the
current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual
budget.
RECOMMENDATION: Approve the utilization of the contract.

BACKGROUND INFORMATION: (2025117) The City of Mesa competitively solicited and
subsequently awarded a contract to Arizona West Builders and Communications, Inc. to provide a range
of communication site and structure services, including, but not limited to, planned and unplanned tower
climbing
support,
equipment
replacement/removal,
inspections,
cable
testing/sweeps,
and
bonding/grounding. The cooperative contract will be for the purchase of microwave communication
equipment to maintain the reliability and capacity of our internal communications network. This
equipment provides secure, high-speed, point-to-point wireless links between City facilities, supporting
critical services such as data, voice, public safety systems, and operational technology.
The City of Mesa utilized a competitive process that established pricing based on purchase volumes
anticipated for governmental agencies throughout Arizona to generate competitive pricing and
negotiated a cap on annual price increases of up to five percent, or the adjusted Consumer Price Index,
whichever is lower
