REQUEST FOR COUNCIL ACTION
Agenda Item: 7B10
ACTION:  Approve the utilization of a three-year State of Arizona contract with Carahsoft for the 
purchase of constituent communications software licensing, support, and services.
FISCAL IMPACT:  The total cost of these contracts shall not exceed $160,000. Sufficient funds have 
been appropriated in the General Fund, Cost Center 1971 (Information Technology Administration), and 
other City-wide cost centers as needed for the anticipated expenditures in the current fiscal year and 
future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve utilization of the contract.
 
BACKGROUND INFORMATION:  (CTR046098) The State of Arizona adopted a National 
Association of State Procurement Officials contract, solicited and awarded to Carahsoft Technology 
Corporation, a value-added software reseller, for technology products and services. The contract 
contains cooperative language allowing its use by other government agencies. A competitive bidding 
process was utilized to establish pricing based on anticipated significant purchase volumes for the State 
and other governmental agencies.
This contract will allow the City to purchase Indigov software from Granicus LLC, an authorized 
Carahsoft partner. Indigov provides a centralized platform for managing constituent communications, 
tracking resident inquiries, and conducting targeted public outreach. The City has negotiated a three-
year fixed-price agreement, paid annually, that includes implementation, onboarding and training.
This software includes the following specific attributes: 

Indigov Inbox - a centralized platform for managing constituent communications, tracking 
resident inquiries, and conducting targeted public outreach.

Indigov Outreach - proactive communications using targeted audience lists, newsletter 
subscriber groups, email campaigns, call lists, physical mail campaigns, surveys, analytics, and 
map-based geographic targeting. 

Enhanced Constituent Data Package - constituent/contact database based on geographic 
boundaries and includes quarterly data refreshes, email addresses, demographic/geographic 
variables, and psychographic data.
