REQUEST FOR COUNCIL ACTION
Agenda Item: 7B12
ACTION:  Approve the purchase of an ambulance for the Tempe Fire Medical Rescue Department 
from Horton Emergency Vehicles via a Sourcewell cooperative contract.
FISCAL IMPACT:  The total cost of this purchase will not exceed $450,000. Sufficient funds have 
been appropriated in the Emergency Medical Transport Fund, Cost Center 2991 (Emergency 
Transportation Service Operations), for the anticipated expenditures during the current fiscal year.
RECOMMENDATION:  Approve the utilization of the contract for this purchase.
 
BACKGROUND INFORMATION:  (110921-HAL) Sourcewell solicited and awarded a contract for 
ambulances and emergency vehicles and Tempe is seeking approval to utilize this contract. Sourcewell 
is a cooperative purchasing organization with the specific purpose of reducing procurement costs by 
leveraging group volume. All master agreements are publicly solicited, awarded, and held by Sourcewell, 
a State of Minnesota local government unit and service cooperative.
The ambulance being purchased is manufactured by Horton Emergency Vehicles. Horton Emergency 
Vehicles is a brand and operating business unit of REV Group, Inc. This ambulance will be used to 
support Fire Medical Rescue’s emergency medical service. This will be the tenth ambulance ordered for 
Fire Medical Rescue’s emergency medical service.
If approved, delivery is anticipated sometime in the next 4-6 months, barring any delays. Deployment of 
the apparatus will immediately follow the acceptance of the apparatus, submittal of title and registration 
and certification from the Arizona Department of Health Services. 
The total cost of the ambulance is inclusive of a gurney, shipping, final inspection, and sales tax.
