ACTION:  Approve one-year contract renewals with Arizona Humane Society and Lost Our Home Pet 
Foundation for animal welfare services.
FISCAL IMPACT:  The total combined cost of the contracts will not exceed $112,000. Sufficient funds 
have been appropriated in various cost centers for anticipated expenditures during the current fiscal 
year and future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewals.
 
BACKGROUND INFORMATION:  : (T25-008-01, 02) These contracts were awarded 
administratively on November 3, 2024, and have been in effect since that time.  Due to the current 
combined contract value now exceeding the formal threshold ($100,000), staff is seeking Council’s 
approval to renew these agreements.  The contracts can be extended in annual increments not to 
exceed a total of four years beyond the original term.  If approved, this will be the second of four renewal 
options.  
The two non-profit organizations noted above provide a complement of services based on their unique 
focus on animal welfare support. Arizona Humane Society is responsible for responding to any calls for 
service for sick or injured stray animals and provides veterinary care, shelter and adoption services for 
those animals they collect or receive through drop-off. They also respond to any animal cruelty or 
hoarding calls. Lost Our Home Pet Foundation provides a safe harbor for any healthy (adoptable) stray 
animals and provides 24x7x365 access for a drop-off location for animals recovered by Police, Fire 
Medical Rescue, and Animal Welfare Office personnel. (The City contracts separately through an 
Intergovernmental Agreement with Maricopa County Animal Care and Control for the collection of 
healthy stray animals, vicious dog on the loose, and dog bite investigations.)

Pricing for the renewal periods was negotiated with the two organizations during the initial awarding of 
these contracts and represent an average 5% increase from current term pricing.
