REQUEST FOR COUNCIL ACTION
Agenda Item: 7B14
ACTION:  Approve a one-year contract renewal with Auto Body Specialists, Inc. for the purchase of 
vehicle bodywork and painting services for City fleet vehicles.
FISCAL IMPACT:  The total cost of this contract will not exceed $250,000. Sufficient funds have been 
appropriated in the General Fund, Cost Center 3322 (Fleet Services Maintenance), for anticipated 
expenditures during the current fiscal year and future fiscal years, contingent upon City Council approval 
of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewal.
 
BACKGROUND INFORMATION:  (T23-168-01) On July 27, 2023, City Council awarded a two-year 
contract with three one-year renewal options to Auto Body Specialists, Inc. for vehicle bodywork and 
painting services. If approved, this will be  the second of three available renewal options.    
Vehicle repair and painting is highly specialized work that requires a large dedicated space, expensive 
equipment, adherence to strict Arizona Department of Environmental Quality and Maricopa County Air 
Quality regulations, as well as a rigorous technician certification process to ensure compliance with all 
Occupational Safety and Health Administration and industry safety standards and requirements. Given 
the relatively low number of vehicles requiring body repair and painting on an annual basis, outsourcing 
this work is a more cost effective and efficient means of serving City departments. Outsourcing this 
specialty work is in alignment with the Public Works Department’s business strategy to staff for regular 
demand and supplement for peak or other high risk or specialty items, thus stabilizing resource 
requirements and resource allocation.
