BACKGROUND INFORMATION: (2224RFP24) The City of Scottsdale competitively solicited and
awarded a contract for sewer and lift station cleaning services. Scottsdale utilized a competitive process
that established pricing based on purchase volumes anticipated for governmental agencies in the local
metro area to generate competitive pricing. The contract contains cooperative language allowing its use
by other governmental agencies. Pricing has been established on a price per foot basis, which also
includes hourly pricing for emergencies and other related work. Under this contract, Ancon Services
Company services will supplement City staff capabilities to perform cleaning and maintenance of sewer
