ACTION:  Approve an addendum to the contract with SWCA, Incorporated for Project No. 6311491 – 
Irrigation Replacement - Ken McDonald Golf Course.
FISCAL IMPACT: The addendum amount is $42,476.50 for a total contract of $115,597.50. Funds to 
cover this contract for related costs and any future addenda are appropriated in Fiscal Year 2025/26 
and future years, contingent upon City Council approval of the City’s annual budget, in Capital 
Improvement Project No. 6311499 (Ken McDonald Irrigation Renovation).
RECOMMENDATION:  Approve addendum
 
BACKGROUND INFORMATION:  The current Ken McDonald Golf Course (KMGC) irrigation system 
was installed in 1992 and has exceeded its useful life. A study completed in 2021 recommended a 
complete replacement due to below-ground polyvinyl chloride (PVC) pipes exceeding lifecycle, outdated 
control system, inadequate spacing of sprinkler heads and aging intakes and infrastructure. Both the 
north and south pump stations have been replaced since 2021 and will not need to be replaced as part 
of this project. The overall project replaces the full irrigation system at KMGC
This addendum to the contract is required for archaeological monitoring during construction. 
Supplementary information provided by Salt River Project (SRP) and Arizona State Museum identified 
additional cultural resource sites on the southern portion of KMGC. The additional information doubled 
the area requiring archaeological monitoring. Tempe City Code defines “archaeologically sensitive” as 
“a property that includes a known or suspected archaeological site or a location within two hundred fifty 
(250) feet of a known or suspected archaeological site.”

Fulfill the City’s obligations under the Arizona Antiquities Act (AAA), City Code Chapter 14A, and 
the 2022 Tempe Historic Preservation Plan

