RESOLUTION NO. R2026.71
A RESOLUTION OF THE CITY COUNCIL OF 
THE 
CITY 
OF 
TEMPE, 
ARIZONA, 
APPROVING THE ACCEPTANCE OF GRANT 
FUNDS 
FROM 
KNONAP, 
LLC 
AND 
AUTHORIZING EXPENDITURES BY THE 
CITY MANAGER OR DESIGNEE.
WHEREAS, the Drink Spiking Education and Prevention Council Subcommittee was 
formed to explore the issue of drink spiking in bars, restaurants, and nightlife environments, aiming 
to foster safer drinking environments, strengthen harm reduction strategies, and promote public 
health initiatives focused on responsible consumption; and 
WHEREAS, on February 5, 2026, the City Council adopted Ordinance No. 02026.05 to 
aid in the goal of drink spiking prevention; and
WHEREAS, Ordinance No. 02026.05 will become effective on August 1, 2026; and
WHEREAS, KnoNap, LLC expressed an interest in collaborating with the City of Tempe 
to strengthen nighttime safety initiatives, support community participation, and contribute to 
meaningful prevention programming; and
WHEREAS, KnoNap, LLC chose the City to be the designated beneficiary of an in-kind 
grant opportunity to support proactive safety efforts and foster safer environments throughout the 
community; and
WHEREAS, the City Council finds that it is appropriate to accept and use the grant funds 
for the above stated purposes; 
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE 
CITY OF TEMPE, ARIZONA, HEREBY:
1.  Approves and accepts the grant award from KnoNap, LLC of up to 8,600 Knope Tests, 
valued at $5.75 per unit, for a total in-kind grant value of $49,450 (“Grant”).
2.  Approves the request to utilize the Grant  to further compliance with Ordinance No. 
02026.05 and help reduce barriers to participation in nighttime safety programs and strengthen 
engagement among local nightlife partners and community stakeholders; and 
3.  Authorizes the City Manager or designee, to act as agent of the City of Tempe to conduct 
all negotiations, execute and submit all documents, including but not limited to applications, 
agreements, amendments, billing statements, and any other necessary or desirable instruments in 
connection with such Grant.
