ACTION:  Adopt a resolution to accept and disburse grant funds from the National League of Cities 
Institute (NLCI) to administer the Building Economic Resilience in Communities program at the Tempe 
EnVision Center. (Resolution No. R2026.73)
FISCAL IMPACT:  The total amount of the grant award from NLCI is $25,000. Funds will be used to 
support costs associated with testing ideas, planning projects, and supporting existing strategies that 
respond to community needs and advance economic resilience. Sufficient budget appropriation for the 
expenditure of this grant award was authorized in the Restricted Revenue and Donations Fund (Fund 
44) as part of the Fiscal Year 2025/26 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.73.
 
BACKGROUND INFORMATION:  In spring of 2026, the City of Tempe (City) submitted an 
application to the National League of Cities Institute (NLCI) for funding to support the administration of 
the Building Economic Resilience in Communities (BERC) program at the Tempe EnVision Center. NLCl 
will provide the City with coaching and grant funding to help test innovative ideas that will strengthen the 
economic resilience of residents and the community through the usage of the Tempe EnVision Center, 
a community resilience center. 
A Community Resilience Center (CRC) is a place-based, wraparound service hub hosted by a 
municipality in partnership with different benefits and programs providers. As a program cohort 
participant, the Tempe EnVision Center and City of Tempe will receive strategic guidance from NLCI 
staff, and learn from peers. 
The BERC program is supported with funding from the Gates Foundation and will run through March 
31, 2027. Other municipalities selected to participate include El Paso, TX; Dallas, TX; and Louisville, 
KY.
