REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution authorizing the Memorandum of Understanding between the Tempe 
Supervisors' Association (TSA) and the City of Tempe, effective July 1, 2026 to June 30, 2030. 
(Resolution No. R2026.77)
FISCAL IMPACT:  The fiscal impact for the next fiscal year is less than $10,000, which will be paid 
out of existing departmental budgets.
RECOMMENDATION:  Adopt Resolution No. R2026.77.
 
BACKGROUND INFORMATION:  Authorized representatives of the City and the Tempe 
Supervisors’ Association (TSA) have met and conferred and agreed to the terms of the Memorandum 
of Understanding (MOU) to be effective for the period of July 1, 2026 to June 30, 2030. The amendments 
include revisions to the rights of the association, rights of the members, additional language specific to 
Police Lieutenants, clarifying language on layoff rights, changes to capture the City’s new compensation 
structure, and small increases to bilingual pay and uniform reimbursements. TSA members have ratified 
the new MOU.
