ACTION:  Adopt a resolution authorizing the Mayor to sign Amendment One to an Intergovernmental 
Agreement with Maricopa County for installation and management of a Connected Vehicle Intelligent 
Transportation and Freight Signal Priority system. (Resolution No. R2026.81)

RECOMMENDATION:  Adopt Resolution No. R2026.81.
 
BACKGROUND INFORMATION:  This Amendment adjusts the intersection locations within Tempe 
that were not specified in the 2023 Agreement. 
In association with the Maricopa Association of Governments’ System Management and Operations 
Plan, this project will install and configure Roadside Unit Devices at traffic signals along Rural Road 
between the Loop 202 (Red Mountain Freeway) and highway U.S. Route 60 in Tempe. Multimodal 
Intelligent Traffic Signal System Roadside Processors will also be installed within the traffic signal 
cabinets at each of these signalized intersections, where they will communicate with the existing traffic 
signal controller. Traffic signal controllers will be upgraded at ten intersections along the route to support 
connected vehicle applications. The system will remain in place for a period of at least one year after 
the final project closeout to provide sufficient time for the project participants to evaluate the 
effectiveness of the system.
The project is funded from local and federal funds through the Maricopa Association of Governments 
(MAG) Transportation Improvement Program. The total project cost is $800,324 with a local City match 
of $48,376.
