RESOLUTION NO. R2026.81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 
TEMPE, ARIZONA, AUTHORIZING THE MAYOR TO SIGN 
AMENDMENT 
ONE 
TO 
AN 
INTERGOVERNMENTAL 
AGREEMENT WITH MARICOPA COUNTY FOR THE LOOP 
101 INTEGRATED CORRIDOR MANAGEMENT READINESS 
PROJECT. 
WHEREAS, the City of Tempe is an Arizona municipal corporation and Maricopa County is 
a political subdivision of the State of Arizona; and
WHEREAS, Arizona Revised Statutes (“A.R.S.”) § 11-951, et seq., provides that public 
agencies may enter into Intergovernmental Agreements for the provision of services or for joint or 
cooperative action; and
WHEREAS, A.R.S. §§ 11-251 and 28-6701, et seq., authorize Maricopa County to layout, 
maintain, control and manage public roads within its respective borders, to acquire and condemn 
property necessary for such purposes, and to enter into this Agreement; and
WHEREAS, the City and Maricopa County have reached an agreement as set forth herein, 
whereby the City will allow the County to use its property along Rural Road between highway U.S. 
Route 60 and the Loop 202 (Red Mountain Freeway) to install a Connected Vehicle Intelligent 
Transportation and Freight Signal Priority system.
NOW, THEREFORE, BE IT RESOLVED BY CITY COUNCIL OF THE CITY OF 
TEMPE, ARIZONA, as follows:
1. That the Mayor is hereby authorized to sign Amendment One to an Intergovernmental 
Agreement, and any other related documents, with Maricopa County for the purposes of 
installing and managing a Connected Vehicle Intelligent Transportation and Freight Signal 
Priority system.
2. The City Manager or designee is authorized to execute such further documents and take such 
further actions as may be necessary to carry out the purposes of this Resolution.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF TEMPE, 
ARIZONA, this 25th day of June, 2026.
