REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution authorizing the Mayor to execute an amendment and one-year renewal 
to the Intergovernmental Agreement (IGA) between the City of Phoenix and the City of Tempe for the 
purpose of Phoenix accepting Tempe’s green organics, recyclables and municipal solid waste on an as-
needed basis. (Resolution No. R2026.83)
FISCAL IMPACT:  N/A
RECOMMENDATION:  Adopt Resolution No. R2026.83.
 
BACKGROUND INFORMATION:  On May 22, 2025, City Council approved a resolution authorizing 
the Mayor to execute an Intergovernmental Agreement between the City of Phoenix and the City of 
Tempe for the purpose of Phoenix accepting Tempe’s green organics, recyclable material and municipal 
solid waste on an as-needed basis. This IGA authorizes Phoenix to charge its gate fees for green organic 
tonnage, recycle processing fees for recycling tonnage and gate fees for municipal solid waste. The 
one-year term of this IGA began on July 1, 2025, and concludes on June 30, 2026. Provisions of the 
IGA include four one-year renewal options. This is the first of four one-year renewal options to extend 
the agreement.
Phoenix has agreed to extend the agreement from July 1, 2026 through June 30, 2027 with modifications 
to the processing fee and blended rate adjustment provisions in Section 9 Processing Fee, Shared 
Revenue, Subsection 9.a., Charge or Rebate, the Price Schedule table, is deleted in its entirety and 
replaced with the new schedule attached to the Amendment.
