U.S. Department of Housing and Urban Development (HUD) Required 2026-2027 Annual
Action Plan 
Background 
The 2026-2027 Annual Action Plan (AAP) serves as the City’s annual application for HUD’s annual Community 
Development Block Grant (CDBG) award and includes community identified priorities for implementation 
throughout the fiscal year.  The FY2026-2027 CDBG award is $1,575,957.00, the following table outlines how 
funds will be used to address community needs in Tempe.

Public Outreach 
Community members were engaged. Promotion to low- and moderate-income populations were heightened, as 
these funds are intended to support this demographic.

Two public meetings, focused on community engagement, were conducted

Targeted outreach to Housing Choice Voucher participants to encourage participation
o
A survey was distributed to consult with stakeholders relative to the priorities included in the Annual
Action Plan which the survey closing on June 19, 2026.

Published public comment period .and public hearing notices in the Arizona Republic, and La Voz
newspapers

Based on the public outreach and community engagement process, the following goals will be supported by the 
2026-2027 Annual Action Plan:  
1. Housing Rehabilitation and Housing Acquisition
2. Public services for low- and moderate-income and special-need populations
3. Economic development
4. Public facilities and infrastructure development
5. Effective Program Administration
Recommendations for FY 26/27 
Council action seeks approval of the draft 2026-2027 Annual Action Plan and the submission of this 
item to the U.S. Department of Housing and Urban Development (HUD); and authority to take actions 
necessary or appropriate to implement and administer these programs with current or prior year 
funding.
