ACTIVE 724284354v1 NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing will be held as required by Section 147(f) of the Internal Revenue Code of 1986 with respect to a plan of finance for the proposed issuance of one or more tax-exempt obligations (collectively, the “Bonds”) by The Industrial Development Authority of the City of Tempe, Arizona (the “Authority”) in an amount not to exceed $48,500,000. The Bonds may be issued in one or more series, from time to time and may include series of refunding obligations. The Authority will issue the Bonds pursuant to Title 35, Chapter 5, Arizona Revised Statutes, as amended, for the purpose of financing a qualified residential rental facility under Section 142(d) of the Internal Revenue Code of 1986, as amended, and will loan the proceeds of the Bonds to Residences at Dorsey, LLC, an Arizona limited liability company (the “Borrower”) to (i) finance a portion of the costs of the acquisition, construction and equipping of a 162-unit multifamily residential rental property to be located at the northeast corner of East Apache Boulevard and South Dorsey Lane in Tempe, Arizona (the “Facility”), and (ii) pay certain costs and expenses related to the issuance of the Bonds (collectively, the “Project”). The Facility will be owned by the Borrower. The principal of, premium, if any, and interest on the Bonds shall never constitute the debt or indebtedness or liability of the Authority, the City of Tempe, the State of Arizona, or any political subdivision of the State of Arizona within the meaning of any provision of the Constitution of the State of Arizona, and shall not constitute or give rise to a pecuniary liability or a charge against their general credit or any taxing powers, but shall be payable solely from the sources provided for in the proceedings pursuant to which the Bonds are issued. The public hearing will be held by a representative of The Industrial Development Authority of the City of Tempe, Arizona (the “Authority”) on June 4, 2026, at 9:00 a.m., Phoenix, Arizona time, virtually.
