ACTION:  Approve the utilization of a one-year State of Arizona cooperative contract with Knowledge 
Services for temporary staffing services.
FISCAL IMPACT:  The total cost of this contract will not exceed $1,320,000. Sufficient funds have 
been appropriated in various funds and cost centers for the anticipated expenditures during the current 
fiscal year and future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the utilization of the contract.
 
BACKGROUND INFORMATION:  (CTR073668) The State of Arizona solicited and awarded a 
contract for temporary staffing services using a managed service provider model. This contract covers 
all temporary staffing categories including general labor, administrative, and professional. Knowledge 
Services assumes primary responsibilities for managing an organization’s temporary workforce program 
including approving a qualified pool of staffing suppliers who compete to fill available positions.
The City’s business strategy is to utilize internal staff for regular demand and supplement with contract 
labor for peak workloads or special events to ensure that the expectations of service delivery are met. 
This contract supports temporary positions throughout the City including the following top nine programs 
for Fiscal Year 2026.
