ACTION:  Approve a one-year contract renewal with Cigna Dental Health Plan of Arizona, Inc. to 
provide a dental preferred provider organization plan and a dental health maintenance organization plan 
for eligible City employees and their dependents.
FISCAL IMPACT:  The total cost of this contract will not exceed $1,457,000. Sufficient funds will be 
appropriated in the Tempe Health Fund, Cost Centers 4167 (Employees) and 4169 (Cobra Participants), 
for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City 
Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewal.
 
BACKGROUND INFORMATION:  (T22-064-01) City Council awarded the contract on March 3, 2022 
for an initial two-year period with three, one-year renewal options. This renewal is the third and final 
available renewal option. The City maintains two dental insurance plans. The first plan is an 
administrative service only (ASO) arrangement in which the City pays its own dental costs and contracts 
with an outside firm to provide a dental network for use by employees and their dependents and to 
complete the administrative duties associated with the plan such as processing claims as well as 
adjusting payments based on the City’s contracted fee schedule. The second plan is a dental health 
maintenance (HMO) plan that is a fully insured plan in which the City is only responsible for the member 
premiums.
