ACTION: Approve a contract increase with Amazon Web Services, Inc. for the purchase of additional 
professional services to support the continued implementation of the City's Amorphic enterprise data 
platform.
FISCAL IMPACT: The total contract cost will increase by $147,600, for a new total amount of 
$1,937,371. Sufficient funds have been appropriated in the Capital Improvement Program (CIP), Project 
No. 6710839 (Data and Tech Plan CIP), for anticipated expenditures during the current fiscal year and 
future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION: Approve the contract increase.
 
BACKGROUND INFORMATION: (RH-22-026) On May 1, 2025, City Council approved the utilization 
of an Omnia Partners cooperative contract with Amazon Web Services (AWS) for the design and 
development of a comprehensive data catalog. The City identified Cloudwick Technologies, Inc. as a 
qualified partner to develop this critical data catalog solution. Cloudwick Technologies is a software 
company available on the AWS Marketplace and will license the City to use its Amorphic solution as the 
backbone of this data catalog. This new work is a follow-on to Statement of Work No. 1, approved by 
Council on May 1, 2025, under which Cloudwick deployed the Amorphic platform and delivered the initial 
four use cases. 
The current request is to seek Council approval of Statement of Work No. 2 that covers an expanded 
scope that is outlined below and will provide the following benefits: 

Migrates fire incident data from existing on-premises systems into the central data platform, 
improving reliability and staff access to that information.

Establishes the connection between Power BI reporting tools and the platform, enabling 
departments to develop their own dashboards as the platform matures.

Integrates Fire Medical and Rescue workforce scheduling data into the platform, making it 
available for staffing analytics and reporting.

Establishes the security infrastructure needed to support future integration of Police Department 
records data, at no additional cost to the City.

Provides architectural guidance to connect additional City systems to the platform over time.

Ensures stability and support for use cases delivered in the initial phase as they move into active 
use.

Omnia-Partners is a cooperative purchasing organization established through a collaborative effort of 
public agencies across the United States with the specific purpose of reducing procurement costs by 
leveraging group volume. All master agreements are publicly solicited, awarded and held by a principal 
procurement agency.
