REQUEST FOR COUNCIL ACTION
Agenda Item: 8A10
ACTION:  Approve the utilization of one-year National Association of State Procurement Officials 
ValuePoint cooperative contracts with Verizon Wireless; AT&T, Corp.; and T-Mobile, USA, for the 
purchase of a variety of wireless devices and airtime.
FISCAL IMPACT: The total cost of these contracts shall not exceed $1,200,000. Sufficient funds have 
been appropriated in various City-wide cost centers for the anticipated expenditures during the current 
fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. This 
contract is widely used throughout the City and is charged to approximately 60 different cost centers.
RECOMMENDATION: Approve the utilization of the contracts.
 
BACKGROUND INFORMATION: (CTR052803, 052804, 052806) The contract with Verizon 
Wireless is to purchase a  variety of wireless devices and airtime services to include cellular phones, 
smart phones, tablets, laptops, and hotspot devices. The contract with AT&T Corp. is utilized to provide 
a public safety broadband network (PSBN) with priority and pre-emption for cellular services and iPad 
tablet air cards for the City of Tempe public safety personnel. The contract with T-Mobile, USA is for 
wireless airtime for the Housing Services Division. 
The NASPO ValuePoint cooperative purchasing program facilitates public procurement solicitations and 
agreements using a lead state model, which meets the City’s highest standard for public cooperative 
contracting, achieving effective and efficient acquisition of quality products and services.
