ACTION:  Award one-year contracts with five, one-year renewal options to ACT Towing, Inc., dba All 
City Towing, Apache Sands Service Center Inc., dba Apache Sands Towing and Professional Towing 
& Recovery, LLC for vehicle towing services utilized by the Police and Public Works Departments.
FISCAL IMPACT:  Total combined cost for the City’s fleet tows shall not exceed $100,000 during the 
initial one-year contract period. Costs associated with the Police initiated tows are the responsibility of 
the vehicle owner with a combined annual estimated market value of $1,400,000. For costs incurred by 
the City of Tempe, sufficient funds have been budgeted in the General Fund, Cost Center 3262 (Fleet 
Maintenance), for anticipated expenditures during the current fiscal year and future fiscal years, 
contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contracts.
 
BACKGROUND INFORMATION:  (RFP 26-081) The City issued a Request for Proposal (RFP) to 
establish contracts for vehicle towing services utilized by the Police and Public Works Department. The 
City has long utilized a rotational approach of up to three qualified tow companies to be available to 
quickly respond to assist Police Officers to help clear accident scenes, move abandoned or stranded 
vehicles in the right of way as well as secure vehicles as the result of Arizona Revised Statute (ARS) 
motor vehicle violations (ARS 28-3511). In addition, the awarded companies assist with the towing of 
stranded City fleet vehicles. The City estimates that a total of 5,000 calls for towing services (Police and 
Fleet combined) will be placed during the first year of this contract. This contract does not involve any 
tow services related to private property towing.
The City’s contract requires that a tow truck arrive on scene within 30 minutes of the time of dispatch. 
Failure to respond to the scene within 30 minutes is considered late and an assessment of $35.00 will 
be charged for arrivals beyond 35 minutes.  The City actively monitors, tracks, and reports (monthly) on 
the companies’ response times in order to ensure that companies receive continuous feedback on 
performance with the goal of providing maximum support to Police and Fleet Services personnel.
Common towing fees have been established for this contract based on a market survey of surrounding 
municipal, state and county agencies. As a result, the awarded companies will charge the same rates 
to all customers. Common fees include the initial hook and transport to the storage yard, daily storage 
fees, mileage fees, stand-by fees, and special circumstance charges when applicable. Pricing will be 
adjusted on the anniversary date of the contracts based on changes in the Producer Price Index – Truck 
Transportation.

* Fees shown are for light duty vehicles – the most common vehicle towed. Separate 
pricing has been established for medium and heavy-duty daily storage, mileage, and 
standby time fees.  
As shown above, market rates for towing services have increased in most categories and with these 
adjustments the City’s price schedule will be brought in line with the mid-range level of current public 
agency towing rates. The “new contract pricing” shown for the light, medium and heavy-duty tows 
shown in the above table includes the cost for the initial hook, transportation to the designated storage 
yard and the first 24 hours of storage.
The City’s Procurement Office will conduct annual audits of towing companies’ records to ensure 
compliance with this pricing schedule. Police staff will conduct annual tow vehicle inspections to ensure 
vehicles are maintained properly and are road safe.
Evaluation Process
The City issued notices of this proposal opportunity to all companies registered for this commodity 
category including advertising in the Arizona Business Gazette.  A total of 29 companies downloaded 
the RFP resulting in a total of seven proposals from the following companies;  


The seven offers were reviewed by an evaluation committee comprised of Police, Public Works, and 
Procurement staff.  The proposals were scored on the following evaluation criteria as shown below:

The committee reviewed, discussed, and scored the offers in accordance with the above criteria.  The

The committee determined that the four highest rated firms were susceptible to award and were moved 
forward in the evaluation process.  The next step of the evaluation process included site visits which 
were conducted to confirm the size of storage facility, quality of indoor customer areas, lot security 
features including fencing, signage, gate security, cameras, and general ease of finding and accessing 
the storage lot/office and organization of lot. The following Table displays the final scores based on 
the inclusion of the facility tour score:

Due to the complexity and size of the full scoring matrix, the roll up total scores for each company are 
being provided at this time. The full scoring matrix along with related evaluation documents will be 
available for public inspection once Council determines award. 
Based on a comprehensive evaluation of the submitted offers, the committee is recommending that 
awards be made to the three highest scored companies as noted below:

The recommended companies have successfully provided towing services to the City under past 
contract cycle and have the necessary resources and support structure to meet the City’s needs. If 
approved as recommended, the contracts shall be effective July 14, 2026, and continue for one year 
with the ability to be renewed for five additional years contingent upon satisfactory performance and 
Council approval.
