ACTION:  Approve a one-year contract renewal with Border States Electric Supply for the purchase of 
Rockwell-Allen Bradley components, electronics, hardware, and software services for the Water Utilities 
Division.
FISCAL IMPACT: The total cost of this contract renewal shall not exceed $2,400,000. Sufficient funds 
have been appropriated in the Water and Wastewater Fund, Cost Centers 3013 (Johnny G. Martinez 
W.T.P.), 3014 (South Tempe W.T.P.), 3016 (Water Field Facilities), 3034 (Kyrene Water Reclamation 
Plant), 3035 (Wastewater Field Facilities) and the Water and Wastewater Capital Improvement Program 
Fund, Project No. 3204099 (SCADA Improvements) for anticipated expenditures during the current fiscal 
year and next fiscal year, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract renewal.
 
BACKGROUND INFORMATION:  (WUD22-122-01) On July 25, 2022, Procurement staff awarded 
this contract for the purchase of Rockwell-Allen Bradley programmable logic controllers, components, 
electronics, hardware, and software services used to control and operate critical assets of Tempe’s 
Water Utilities. The City will be upgrading and replacing many of the programmable logic controllers in 
the water plants in the coming fiscal year. Much of the critical need is funded by the Capital Improvement 
Fund for SCADA improvements.  This is the fourth and final contract renewal option.

Renewal Cost
Border States Electric Supply has provided an updated pricing list for this renewal period. It contains 
the list price and discount for all parts. Pricing discounts range from 0% to 72%. Border States is the 
only authorized Rockwell-Allen Bradley distributor in the Phoenix metropolitan area.  Border States 
offers the same pricing and discounts to all municipalities for Rockwell-Allan Bradley parts.
