CITY OF TEMPE Meeting Date: 6/25/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 8C1 ACTION: PUBLIC HEARING ITEM Hold the second and final public hearing to adopt an ordinance to establish development standards for a Planned Area Development Overlay in the MU-4 district for TEMPE OASIS, consisting of an adaptive reuse from motel to multi-family located at 1635 North Scottsdale Road. The applicant is Camber and True, LLC. The first public hearing was held on June 11, 2026. (Ordinance No. O2026.32) FISCAL IMPACT: While this ordinance change does not directly impact revenue, the planned development will result in collection of the standard development fees, calculated according to the approved fee structure at the time of permit issuance. RECOMMENDATION: Adopt Ordinance No. O2026.32. Development Review Commission – At the June 9, 2026 hearing, recommended approval (4-1 vote). BACKGROUND INFORMATION: TEMPE OASIS (PL260032) is requesting a Planned Area Development Overlay to establish development standards for approximately 3 acres at the southwest corner of East Lilac Drive and North Scottsdale Road. The site currently contains a motel which will be renovated to create multi-family apartments. A previous zoning amendment changed the zoning from R-4 to MU-4, but development standards were not established at that time. A Development Plan Review is currently in review for approval of the site, building and landscape modifications.
